National education system should be developed towards the integration of formal and non-formal systems which enable sosiety to have better acces and greater and more flexible chance to get education. Such integration of national education systems will produse lifelong learning and learning society. Based on such a view, local autonomy in implementing society based primary education is the most proper instrument to achieve the purpose, because primary education is fundamental in developing national education and civilization. With the spirit of local autonomy, it also expected that a model process of education implementation will reveal the characteristics of local potentials. In that way, education can be actually enjoyed by and oriented towards society.
