Pakistan is known as one of the Muslim countries that placed Sharia in the highest position of the constitution. The idea of Republic Islam of Pakistan has occurred at the beginning of the independence of this country. Muhammad Ali Jinnah, Sayyid Ahmad Khan, Maulana Muhammad Ali, and Muhammad Iqbal givevoices to declare the Republic Islam of Pakistan at the Annual Conference of India Muslim league on 1937. Pakistan becomes to the independence country on 14 th August 1947. Islamic values are explicitly put on the bases of the Constitution of Republic Islam of Pakistan. The main purpose of this paper is to explain debating on the idea of Republic Islam of Pakistan between traditionalist and modernist Ulama in Pakistan such as Abul 'Ala al Maududi and Fazlur Rahman. According to al Maududi, Islam contains the universal values based on the Quran and the Sunna which must be transformed formally to the constitution of Republic Islam of Pakistan. al Maududi idea's is opposite by Fazlur...yo.
