Satisfying the public's needs is the duty of the state in serving its citizens and people to meet its basic function as a public servise administrator. Law no. 22/1999 of Local Government Autonomy surely brings about a fundamental change to Indonesia's governmental order and system, both at the central level and at the local level. As we all know, East Java Province is appointed to be a pilot project in public service, based on letter of Minister of State Apparatus Use of the Republic of Indonesia, dated on March 22, 2005 No. 13/529/M.PAN/3/2005. The reasoning behind the election is because of some achievements that East Java Province has made in public servise, and the fact that many institutions in the province has had their ISO 9001-2001. The survey is meant to discover the government's readiness in administering the ultimate service in East Java Province. There are three concepts used here, which are attitude, attension and action. The analyses employed are both quantitative...yo.
