Lajnah Bahtsul masail constitutes a strategic bureau in an religious organization such as Nahdhatul Ulama because from this bureau it has been resulted the product of Islamic law which is admitted by not only its million members but also other Moslems. As the result, this bureau has a strong legimate and existence in the Moslems' society. Consequently, the process of istinbath must be conducted humanistic-democratically, without discrimination as what has been done by CRLO. Anyway, there are many factors to be improved. Khaled offers some prerequisites to be fulfilled by the mufassirs which are involved in the process of istinbath [law decision making process].ifa.
