Daily Newspapers Riau has cooperated with the Pekanbaru goverment in news coverage in the form of a Memorandum of Understanding [MoU] since 2006, especially in related with the development programs, such as low education quality and redresses the impact of urban development land. The research aims to identify the changes in news coverage of Daily Newspapers Riau Pos reporting bias toward the government or the public. The media studies are conducted by using the combination method of framing the analysis. The analyzed news is fourteen news that consist of seven news before the MoU and seven news after the MoU. The results of the study show that Daily Newspaper Riau Pos does not align the news coverage about the group of low-quality education for both the goverment and the public after the MoU. However, the land compensation news groups as an impact of urban development defends on the government.ifa.
