Pesantren Annuqoyah has played a strategic role in community empowerment, particularly through its Bureau of community Service. This institution is able to do social change surrounding community in utilizing local resources to improve the quality of their lives and welfare. Social change comes from the local values and religious spirit which is inspired by the Annuqoyah Islamic boarding school. This study focuses on two points, firstly, the role and conduct of the bureau of Community Service, Annuqoyah [BPM-PPA] regarding to the empowerment of local communities. Secondly, the strategies and efforts of BPM-PPA in empowering rural communities, Guluk-Guluk Sumenep. In empowering local communities, BPM-PPA uses the strategy of da'wah bil hal [transformative da'wah] which is interpreted widely and focuses on aspects of socio-economic, especially rural communities. The strategy is manifested in the form of action such as forming assisting partners, non government organizations [NGOs]...ifa.
